Yes, he was the man at Winkie's Diner scene recalling his dream with the man behind the wall. The other guy is David Dastmalchian who was in Ant Man and also Prisoners.

So not sure if it's been mentioned here before or what this could even be a hint at, but I read someone elsewhere notice that the names: "Sonny Jim", "Janey-E", and "Dougie" all created an anagram for "Gone my Josie, Annie, Judy" which I thought was kind of interesting at least.
